FINANCIAL MESSAGING SECURITY

Why SWIFT CSP Matters

The security of international financial messaging depends on effective technical, organisational, and operational safeguards.

The SWIFT Customer Security Programme helps strengthen the security of Swift users and reduce cyber risks across the financial ecosystem.

The Customer Security Controls Framework defines security controls whose applicability depends on the organisation's architecture and the relevant framework version.

Effective assessment and implementation help institutions identify control deficiencies, manage risks, strengthen security practices, and prepare reliable evidence for independent assessment and security attestation.

  • Financial Messaging Security

Evaluate safeguards around the systems, people and processes that support financial messaging and help protect transaction integrity.

  • Security Control Compliance

Establish how applicable mandatory and advisory CSCF controls relate to the institution's actual environment and implemented safeguards.

  • Architecture & Infrastructure Protection

Clarify component boundaries, connectivity and responsibilities across customer infrastructure, hosted services and external providers.

  • Assessment & Evidence Readiness

Organise traceable evidence and documented findings to support independent assessment, remediation decisions and the annual attestation process.

TWO DISTINCT ENGAGEMENTS

Our Two Core Services

Independent SWIFT CSP Assessment

We perform independent, evidence-based assessments of applicable security controls within the organisation's SWIFT environment.

The engagement includes architecture confirmation, identification of applicable CSCF requirements, documentation review, technical control testing, evidence analysis, and reporting of control deficiencies.

ARCHITECTURE-LED SCOPE

Assessment Across All SWIFT Architecture Types

A1, A2, A3, A4 and B describe different arrangements of interfaces, connectors and user access. Component and licence ownership, hosting, transaction flows and provider responsibilities all inform the assessment scope.

Select an architecture to explore an indicative scope and typical assessment focus. Final classification is confirmed against the applicable Swift architecture decision tree and your actual environment.

Select a SWIFT architecture type

A1

Communication Interface Ownership

The organisation owns the communication interface, with or without a messaging interface. A1 can include interfaces hosted or operated on the organisation's behalf.

Indicative Scope

Confirm owned interface licences and the systems, access paths and supporting components within scope. Hosting or outsourced operation does not by itself remove an owned communication interface from A1 classification.

Typical Assessment Focus

  • Interface protection and secure-zone boundaries
  • Privileged access and supporting infrastructure
  • Transaction flows and outsourced responsibilities
  • A1

    Communication Interface Ownership

The organisation owns the communication interface, with or without a messaging interface. A1 can include interfaces hosted or operated on the organisation's behalf.

    Indicative Scope

Confirm owned interface licences and the systems, access paths and supporting components within scope. Hosting or outsourced operation does not by itself remove an owned communication interface from A1 classification.

    Typical Assessment Focus

    • Interface protection and secure-zone boundaries
    • Privileged access and supporting infrastructure
    • Transaction flows and outsourced responsibilities
  • A2

    Messaging Interface Ownership

The organisation owns the messaging interface, while a service provider, Group Hub or Swift owns the communication interface. The messaging interface may be hosted or operated by a third party.

    Indicative Scope

Assess the user-owned messaging interface and applicable supporting components, together with the connection to the externally provided communication interface and the allocation of security responsibilities.

    Typical Assessment Focus

    • Messaging interface configuration and access
    • Connection protection and provider dependencies
    • Evidence of shared security responsibilities
  • A3

    Swift Connector

A Swift connector supports application-to-application connectivity to externally provided interfaces or Swift services, without user-owned messaging or communication interfaces.

    Indicative Scope

Identify the Swift connector, its host and relevant dependencies, including any hosted operation. Where GUI access is also used, confirm the additional user-access components and applicable controls.

    Typical Assessment Focus

    • Connector and host configuration
    • Application flows and access credentials
    • Monitoring and provider hand-offs
  • A4

    Customer Connector

A customer connector supports application-to-application connectivity to a provider-operated interface or service. Relevant middleware, file-transfer or API endpoints may fall within this architecture.

    Indicative Scope

Confirm each customer connector's function, transaction flows and hosting. Server and client connectors require review against the applicable framework; an API or file-transfer client is not automatically classified as A4 or B.

    Typical Assessment Focus

    • Connector scope and application integration
    • Data exchange, credentials and host protection
    • Provider responsibilities and security evidence
  • B

    Externally Provided Messaging Access

No local Swift-specific infrastructure is in scope; users typically access an external provider's messaging service through a GUI. Operator devices, access and organisational safeguards still require protection.

    Indicative Scope

Confirm that the environment meets B classification rather than assuming that externally provided messaging removes local responsibilities. Review user access, operator PCs and applicable organisational controls; investigate any connector before final classification.

    Typical Assessment Focus

    • Operator devices and authentication
    • User privileges and provider access
    • Incident readiness and organisational controls

Architecture summaries are indicative and do not imply identical controls across all five types. Applicable mandatory and advisory controls, in-scope components and provider responsibilities are determined from the selected CSCF version, Swift's architecture decision tree and the confirmed customer environment.

The reference for the 2026 attestation cycle is CSCF v2026. At the start of each engagement, we confirm the applicable CSCF release, current Independent Assessment Framework and assessment requirements. Preparation for a later attestation cycle is scoped separately.

SEVEN SECURITY PRINCIPLES

What We Assess

The CSCF is organised around three core objectives: secure your environment; know and limit access; detect and respond. Its seven security principles provide the structure for assessing relevant technical, organisational and operational safeguards.

We assess applicable controls against their objectives, defined scope and evidence of implementation. Testing is tailored to the architecture and agreed engagement, with findings linked to the relevant requirements.

  • Environment Protection

Review internet-access restrictions, separation from general IT and protection of critical systems and relevant hosting platforms.

  • Attack Surface & Vulnerability Management

Examine applicable hardening, security updates, vulnerability management, data-flow safeguards and outsourced security responsibilities.

  • Physical Security

Evaluate physical access and protection of relevant equipment and locations, including evidence for hosted or outsourced facilities where applicable.

  • Credential Protection

Assess safeguards against credential compromise, including applicable password requirements, authentication mechanisms and multi-factor authentication.

  • Identity & Privilege Management

Review user lifecycle controls, least privilege, separation of duties and protection of relevant tokens and privileged credentials.

  • Monitoring & Anomaly Detection

Examine applicable logging, monitoring, integrity and malware safeguards, together with how anomalous system or transaction activity is investigated.

  • Incident Response & Information Sharing

Assess incident-response preparation, escalation, exercises and relevant information-sharing arrangements, supported by documented responsibilities and evidence.

The applicability of individual controls is determined by the current applicable CSCF version, the organisation's confirmed architecture, in-scope components and the agreed assessment scope.

FROM SCOPE TO EVIDENCE

Our Assessment Methodology

A structured assessment connects confirmed architecture, applicable requirements and reliable evidence. We agree responsibilities, access arrangements and testing boundaries before work begins, then document the basis for findings and conclusions.

  1. Architecture & Scope Definition

Confirm the SWIFT architecture, identify relevant assets, transaction flows and third parties, and agree the assessment scope and applicable framework. Evaluate competence, conflicts and independence before accepting the assessment.

  2. Documentation & Evidence Review

Review policies, procedures, network diagrams, configurations, logs and other relevant evidence. Record ownership, coverage and limitations so the evidence can be traced to the controls under assessment.

  3. Technical & Organisational Control Testing

Test the design and operation of security controls within the agreed scope through appropriate inspection, interviews, observation and technical verification. Coordinate authorised testing with the institution and relevant providers.

  4. Gap Identification & Risk Evaluation

Document control deficiencies, evidence gaps and relevant risks. Relate each finding to applicable requirements, explain its basis and discuss factual accuracy with the responsible stakeholders.

  5. Independent Assessment Reporting

Prepare an evidence-based assessment report with scope, methods, findings, conclusions and recommendations. Make assessment limitations and outstanding matters clear so decision-makers can understand the result.

  6. Remediation & Attestation Readiness

Support corrective-action planning and preparation of information for the institution's KYC-SA process. Implementation advice, if agreed, is a separately scoped engagement; any subsequent independent assessment requires a fresh review of prior involvement, conflicts and independence safeguards.

DOCUMENTED, ACTIONABLE OUTPUTS

What Your Organisation Receives

At the end of the engagement, the organisation receives documented deliverables aligned with the agreed scope, supporting security control evaluation, remediation planning, and ongoing compliance management.

  • Architecture & Scope Assessment

A documented architecture classification, in-scope components, relevant providers, responsibilities and assessment boundaries, including the framework version used.

  • CSCF Control Assessment Matrix

A scope-specific record linking applicable controls to assessment results, evidence references and outstanding matters, with the basis for applicability documented.

  • Evidence-Based Assessment Report

For the independent assessment engagement, a structured report describing the work performed, evidence considered, control findings, conclusions and relevant limitations.

  • Findings & Risk Register

Documented deficiencies and associated risks, with evidence references, agreed factual context and recommendations to support prioritised management decisions.

  • Corrective Action Plan

A practical remediation plan identifying recommended actions, institution-assigned owners, priorities and proposed target dates within the agreed advisory or planning scope.

  • Attestation Readiness Documentation

An organised record of assessment outputs, evidence references and unresolved items to help the institution prepare its own KYC-SA declaration and maintain supporting information.

Deliverables are agreed for the selected service; an advisory engagement does not by itself constitute an independent assessment. Security attestation remains the institution's own declaration, supported by independent assessment and submitted through KYC-SA. IO Consulting supports that process and does not issue Swift attestations or guarantee compliance.
